Moving your car or bike to another state
RTO rules, the NOC, BH-series plates and how to hand your vehicle over for transport.
The 12-month rule
- Under Section 47 of the Motor Vehicles Act, a vehicle registered in one state can be used in another state for up to 12 months.
- If you'll keep it in the new state longer than that, you need to re-register it there.
Getting the NOC (Form 28)
- Apply to your original RTO for a No Objection Certificate using Form 28 - online on the Parivahan portal in most states.
- Keep your RC, valid insurance, PUC certificate and a chassis-number pencil print ready; the RTO may also check for pending challans.
- If the vehicle is on a loan, you'll also need an NOC from the bank or finance company.
Re-registering in the new state
- Submit the NOC with your RC, insurance, PUC and new address proof at the RTO in the new state and pay that state's road tax.
- Ask your old RTO whether you can claim a refund of unused road tax - the rules and process differ from state to state.
- Update the address on your insurance policy once the new registration is done.
BH-series plates
- A BH (Bharat) series registration is valid across India, so you don't need an NOC or re-registration when you move states.
- It's available to defence personnel, central and state government employees, PSU staff and employees of private companies with offices in four or more states/UTs.
Handing the vehicle over for transport
- Wash it the day before and take date-stamped photos from every side - they're your reference for the condition check at delivery.
- Remove valuables, loose accessories and FASTag-linked documents you'll need; leave only a little fuel in the tank.
- Keep copies of the RC and insurance with you, and a copy with the vehicle for checkpoints.
